Marianne Owens for Vice President 2025

I’m based in HMRC in Cardiff. I have been active in PCS since joining the civil service in 2002.

In that time, I have held a range of positions. Currently I am Vice Chair of my own branch R&C Wales. 

I have been an NEC member since 2013 and have been elected to the Wales Committee since 2005, I have served as chair for the last 3 years and was Vice chair before that. I was elected as the 1st chair of the Wales Executive Committee in 2024. I served on the R&C GEC from 2007 until 2024.

Outside of PCS I have been active in many local and national campaigns, anti- racism and anti -war campaigning as well as campaigns around climate change and equality. I am a long standing supporter of Palestine and I’m hugely proud of the role our union has played in recent times around calling for an end to the genocide in Gaza.

I’m a passionate socialist who’s drive is to make both our workplaces and the wider world a better place for all of us.

Low pay is a major issue that is endemic across the Civil Service and it simply cannot be right that those working for the Government are in such dire poverty that they are forced to claim in work benefits and use foodbanks just to survive, this is something that PCS must address in campaigning and action, leveraging serious pressure on the new Labour government to restore civil service pay to a fair and reasonable level.

Whilst I believe that there is still a huge battle to achieve the objectives of our National Campaign I also strongly believe that whilst any action is paused we should also pause the Levy.

The view of the so called ‘NEC Majority’ that we should continue to collect a strike levy from members at a time when we have no live mandate for action as part of the national campaign is a nonsense and is hurting many members who are already struggling because of poverty pay. I believe that the levy should be paused and that we should be concentrating on building and organising  our branches so that we are in the healthiest position to get all groups over the ballot threshold in the future.
