Marianne Owens for NEC 2024

I’m based in HMRC in Cardiff. I have been active in PCS since joining the civil service in 2002.

In that time, I have held a range of positions. Currently I am VC of my own branch R&C Wales.  I was first elected to the HMRC GEC in 2007 and am currently HMRC Assistant Group Secretary with responsibility for Pay & HR.

I have been an NEC member since 2013 and have been elected to the Wales Committee since 2005, I have served as chair for the last 3 years and was Vice chair before that. I have recently been elected as the first chair of the newly constituted Wales Executive Committee.

Outside of PCS I have been active in many local and national campaigns, anti- racism and anti -war campaigning as well as campaigns around climate change and equality.

I’m a passionate socialist who’s drive is to make both our workplaces and the wider world a better place for all of us.

The last year has shown just what we can achieve for our members when we are organised and fight back. We have made gains in the national campaign but we still have huge battles in front of us. The fight for fair pay is far from over and it is clear that we will have to be ready to re-ballot to continue to make gains for our members.

Low pay is a major issue that is endemic across the Civil Service and it simply cannot be right that those working for the Government are in such dire poverty that they are forced to claim in work benefits and use foodbanks just to survive, this is something that PCS must address in campaigning and action, leveraging serious pressure on this government to restore civil service pay to a fair and reasonable level.

The Government are weak but vicious and are increasingly looking to blame our hard working members for their mistakes along with their ramping up racism and attacking the most vulnerable people in our society.

I am enormously proud to have been part of an NEC that has fought the Tories Rwanda plan which has meant that to date no one has been deported to Rwanda.

We cannot let the tories divide us and we must continue to stand up for justice through campaigning and action.

We must continue to fight for an end to this tory government and it’s policies that attack ordinary workers. In order to do this we need a strong LU leadership in PCS who are prepared to work with others both in PCS and across our movement to organise, campaign and mobilise where necessary.

The task of uniting across our movement and fighting back has never been more urgent and we must as PCS be at the forefront of the fightback.
