Dave Burke

I am standing for re-election as a Group Assistant Secretary to continue to provide essential support for PCS members and representatives for attendance management and disciplinary case. I have achieved the reinstatement of unfairly dismissed members and the withdrawal of written warnings due to the knowledge and skills I have developed over 20 years’ service to the Union as an Assistant Secretary. I have negotiated the inclusion of the principles of natural justice and procedural fairness into DWP HR procedures including attendance management, disciplinary and grievance procedures.
My record of achievement at departmental level includes the negotiation of a welfare orientated approach for attendance management which has delivered a significant reduction in warnings and dismissals. I negotiated a new approach for performance management with the abolition of the unfair and discriminatory rating system. I negotiated the Flexible Working Hours Agreement and the introduction of the Breaks Policy for 15-minute breaks in paid working time for all members.
Over the next period the employment rights of members must be effectively defended and improved. A review of some of the terms and safeguards of the Employee Deal was postponed in 2020 due to the coronavirus pandemic.  I am asking for your support for re-election in 2021 so that I may continue to use my knowledge of employment case law to defend job security and negotiate to achieve better terms and conditions for all members in DWP.
